National Grid Massachusetts lighting incentives come with a rule that can zero out a quote: under the Mass Save Commercial and Industrial Lighting Program, fixtures without controls no longer earn incentives for large commercial and industrial customers. If you scope a straight LED swap for a large C&I site and skip controls, there is no rebate to show. Small commercial customers on the Small Business Turnkey or Customer Directed Option, and municipal customers, can still get incentives on non-controlled fixtures. Controls are no longer an upsell in Massachusetts. For large sites they are the difference between an incentive and none, and your proposal has to reflect that.
