National Grid Massachusetts lighting incentives come with a rule that can zero out a quote: under the Mass Save Commercial and Industrial Lighting Program, fixtures without controls no longer earn incentives for large commercial and industrial customers. If you scope a straight LED swap for a large C&I site and skip controls, there is no rebate to show. Small commercial customers on the Small Business Turnkey or Customer Directed Option, and municipal customers, can still get incentives on non-controlled fixtures. Controls are no longer an upsell in Massachusetts. For large sites they are the difference between an incentive and none, and your proposal has to reflect that.

Starting November 1, 2026, municipal lighting projects will be incentivized based on controls strategies only, with no separate payment for the fixtures themselves. If a municipal client's budget depends on a fixture rebate, the completion date has to work backward from October 31, not the other way around.

Can a large commercial customer still get a lighting incentive without adding controls?
No. As of January 1, 2025, the Mass Save Commercial and Industrial Lighting Program no longer offers incentives for fixtures without controls to large commercial and industrial customers. Projects with a signed Letter of Agreement dated before September 1, 2025 and completed by December 31, 2025 kept the earlier rates; that grandfather window has since closed.
Is the municipal lighting incentive going away?
Yes, in part. Fixture incentives are being removed from the Mass Save Municipal Lighting Program effective November 1, 2026. All municipal lighting projects must be completed by October 31, 2026 to receive fixture incentives.
